The Samuel E. Gates papers contain proceedings of the International Civil Aviation Organization and its subcommittees. Also included are International Air Transport Association files that contain legal committee minutes and memoranda regarding personnel, baggage and handling concerns, passengers, and minutes and proceedings from its conferences. There are also Atlantic Airlines exhibits from a hearing before the U.S. Civil Aeronautics Board and other Civil Aeronautics Board memoranda and correspondence.

Samuel E. Gates (1906-1979) was an aviation attorney. He was born in Largo, Indiana and completed undergraduate studies at the University of Southern California, where he also received a master's degree. He then undertook postgraduate studies at Harvard and the University of Paris before returning to U.S.C. for a law degree.
